The Council partners with universities, doctoral schools and research institutes to strengthen doctoral provision and to connect doctoral communities across borders. Partnerships are advisory and collaborative: academic authority, admission and degree conferral remain entirely with the partner institution.

Doctoral School Network Partnership

Scope and limits
The Council states its role precisely so that partners and the public are not misled.
The Council does convene doctoral expertise, publish advisory findings, deliver development programmes and recognise contribution to its work.
The Council does not award academic degrees, grant state or governmental accreditation, validate qualifications on behalf of any regulator, or substitute for statutory quality assurance agencies.
Any recognition issued by the Council is described accurately as Council recognition and is never presented as a licence, degree or governmental approval.
