Connect Doctoral Schools Globally
The Council offers partnership frameworks for universities, doctoral schools and research institutes seeking to strengthen doctoral provision or structure cross-border collaboration. A partnership is represented as active only after a written agreement exists. Partnerships are advisory and collaborative: academic authority, admission and degree conferral remain entirely with the partner institution.

Each model is scoped with the institution and delivered under a written agreement with defined deliverables, timelines and review points.
Doctoral School Network Partnership
Create a framework for cross-institution seminars, supervision exchange and shared deliberation when participating institutions are confirmed.

- Named Council contact when included in the signed partnership scope
- Joint seminars where dates, participants and delivery responsibilities are defined in the partnership scope
- Cross-institution supervision exchange framework where participating institutions approve the arrangement
- Access to Council publications or review cycles only where those outputs actually exist and are included in scope
Doctoral Programme Development
Establish or renew a doctoral leadership programme with structured input on curriculum architecture, assessment design and supervision standards.

An independent, advisory review of doctoral provision. The Council issues advisory findings only and does not confer degree-granting authority or state recognition.

Scope and limits
The Council states its role precisely so that partners and the public are not misled.
The Council does convene doctoral expertise, publish advisory findings, deliver development programmes and recognise contribution to its work.
The Council does not award academic degrees, grant state or governmental accreditation, validate qualifications on behalf of any regulator, or substitute for statutory quality assurance agencies.
Any recognition issued by the Council is described accurately as Council recognition and is never presented as a licence, degree or governmental approval.
